THE SLAVERY THREE- FIFTHS COMPROMISE

White people started to count slaves as ⅗ of a person; meaning 5 slaves would count as 3 people. This issue with slavery was ongoing in 1787, between the Northern and Southern States. Framers of the U.S. constitution reached agreements regarding slavery, including how to count slaves for representation in the house of Representatives by enacting the ⅗ slave clause; this satisfied most people.

The slavery was an ongoing issue. One of the problems was that there were more slaves than white people in the Southern states. Slavery was a way of life in the South, but that is not something to be proud of because it means that white people are extremely lazy. The northern states didn’t want the slaves to count as part of the population if they had no rights as citizens. They thought that this would give the South an unfair advantage in votes taken in the house of representatives.

The opposing sides of the argument needed to make concessions to enable the convention to continue – a compromise was needed. James Wilson, a delegate from Pennsylvania and Roger Sherman a delegate from Connecticut proposed the Three Fifths Compromise. The Three-Fifths compromise gave southern states disproportionate representation in the House of Representatives relative to free states, thereby helping the southern states to preserve slavery. While the thought of the three fifths compromise today is abhorrent, the truth is that it was the best that could be done at the time of its passing. Back then, slaves were not even considered people, so to at least consider to them be sixty percent of a person was a huge leap.

Now neither the North or the South fully got there way, as slaves were counted in part toward population when determining how many representatives the free whites should have in the House of Representatives. Southerners demanded that Blacks be counted with whites. The compromise clearly reflected the strength of the pro-slavery forces at the convention. The “Three-fifths Compromise” allowed a state to count three fifths of each Black person in determining political representation in the House.
